4id stands for 4chan image database, a webapp to store images and videos with the help of tags and folders.
When you save images on your computer, they can only be in one folder at a time. This is problematic when you have some that could go in more than one place (ex. funny and political). Thanks to tags and folders, you can organize them as you see fit in a meaningful structure that's quick to browse. The Internet holds vast amounts of information, some of which can be of interest. It is infeasible to collect and organize all such pictures on your own. With 4id, this task can be accomplished collectively over time thus solving the initial problem.
Yes, the following are strictly forbidden and matching images will be removed without prior notice:

While 4id receives continuous enhancement (see here for a list of current tasks), current features include:
You begin by uploading images, with optional title & description, and tags & folders which indicate relationships with other entities. You can also create a folder in advance so that it's available to organize future uploads, with optional nesting. Tags are created on the spot if they don't already exist, otherwise they are simply modified in-place to hold new images.
After this initial adding phase, you can search for content (see navbar) or browse through images, videos, tags, and folders.

Based on a best-effort scheme, there are no guarantees with respect to the availability and quality of the service. However, efforts are made to have a good uptime. Occasional maintenance tasks may be carried out with a (likely) prior notice to ensure smooth operations, while outages can happen at any time without advance warnings.
In some cases, 4id may be put in 'read-only' mode where it is impossible to add or modify content, for instance to deter 'raids' or in case of backend maintenance.
